This presentation provides important regulatory and legislative updates for Texas licensed mental health providers in the wake of the 89th Texas Legislature. It will highlight recent statutory changes affecting licensure, as well as key regulatory developments and emerging issues the Texas Behavioral Health Executive Council anticipates will shape the 2026–2027 biennium.

As a current or future Texas licensee, you may have wondered:

  • What are acceptable options for fulfilling cultural diversity or competency CE requirements for maintaining licensure? 
  • Who gets audited and why? 
  • What are the most common reasons licensees are sanctioned?  
  • Why is __________ required to be licensed?

    About our Presenter:

    Darrel D. Spinks is the Executive Director of the Texas Behavioral Health Executive Council, having previously served as the Executive Director and General Counsel for the Texas State Board of Examiners of Psychologists. Prior to working for the state, Mr. Spinks was in private practice for over nine years, during which time he handled a wide variety of both civil and criminal litigation in state and federal court. Mr. Spinks is a graduate of Howard Payne University in Brownwood, Texas, and Baylor Law School in Waco, Texas.
